The titles will be emitted for a 15 years validity, and they could be renewed on request for the same amount of time if the request is presented between the 120th and 200th days before the expiration date of the actual title. The frequency renewal could be denied just if the frequency had no use.
The Regulatory Agency will be able to deny the procedure of a request only if according to the technological advances is impossible to define the portion of the spectrum requested. If there is other people interested in the same portion of the spectrum , the Regulatory Agency should carry out a public auction for that portion of the spectrum. The auction should be supervised for an external firm of auditors of recognized reputation and the titles will be allotted to the major offer.

Definitions: All the prominent terms are defined and is established that all the technical terms that are not in the same one will be understood for the definitions that establishes the International Union of Telecommunications (UIT).
