• Start with a fundamental question of which there are two parts.

• First part relates to design of system – concerns the wanted signal:
  • meets requirement in terms of signal strength, SNR, BER?
  • e.g. provides service to > 99% of population?
  • provides service for given % of time; particular time of day; particular season of year?
  • provide a service free from interference; free from distortion or errors?

• To answer, need to know something about the propagation of wanted signal.
